Lawyer Dr. Fawaz Alkhateeb on the Ministry of Interior’s decision to prevent expatriates from traveling until traffic fines are paid: “The two laws relied upon by the Ministry of Interior do not authorize restricting a resident’s travel due to traffic violations… applying the law to residents but not to citizens constitutes ‘discrimination.’

Traffic violations are not limited to any specific nationality. Freedom of movement is constitutionally guaranteed, and travel cannot be restricted without a judicial ruling or an order from the competent investigative authority.”
