Taher Group Law Firm, in cooperation with Media Control Foundation, is organizing an economic conference titled “Good Corporate Governance (Reality and Implementation)” scheduled to take place on April 8, marking the first event of its kind in Kuwait.

Lawyer Abdulaziz Taher, Chairman of the Higher Organizing Committee of the conference, stated during a press conference that Kuwait has been a pioneer in applying certain concepts related to good corporate governance, whether directly or indirectly. However, he noted that shortcomings in legislation and the insufficiency of economic laws to enhance transparency still constitute an obstacle to investor growth and expansion.

He added that this has led to calls for the enactment of new economic legislation in line with regional and international developments, in order to attract foreign investors to the region.

He further explained that over the past decade, new concepts have emerged and become widely recognized, including disclosure, transparency, share segregation, corporate governance, accounting standards, and regulatory requirements, among others. These concepts are centered around ethics and values in the financial, business, and commercial sectors, with the aim of defining a proper direction for shareholders, investors, and companies alike.

He confirmed that government bodies and private sector institutions have held several forums and conferences to discuss local economic conditions in depth, with the objective of laying the legislative foundation for future economic development, enhancing capabilities, and achieving sustainable development.

He noted that the subject of this conference, which will continue for two days, has not yet received sufficient research and study at the local level, despite its impact on several countries in the region, including Kuwait.

He pointed out that a distinguished group of financial and business experts, as well as leaders of major Kuwaiti companies, will participate in the conference, in line with the forward-looking economic vision of His Highness the Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah (may God protect him), aimed at positioning Kuwait as a prominent regional financial and commercial hub.

For his part, the General Coordinator of the conference, Youssef Al-Zankawi, stated that the topic was selected from a range of pressing economic issues that have become top priorities. He explained that the organizing committee formed a scientific committee of high-level academics, most of whom specialize in business administration, economics, and legal and economic consultancy, to achieve the conference’s objectives.

Al-Zankawi highlighted the conference themes, noting that they are designed to shed light on the role of corporate boards, the role of local and international bodies in achieving sound governance, and the role of regulatory and governmental authorities in strengthening governance-related concepts and practices.

He added that the conference will also address the reasons behind the emergence of governance on the global economic stage, ethical values, accounting standards, economic legislation, and the challenges of implementation in practice, among other carefully selected topics.

He stressed that the conference can be described as “one of the sincere attempts to restore Kuwait’s leading position in the regional economy,” emphasizing that sound corporate governance, with its internationally recognized principles, places all stakeholders before their rights and obligations, and reinforces risk management and internal control systems when properly implemented.

تعقد مجموعة طاهر القانونية ومؤسسة (ميديا.كونترول) مؤتمراً اقتصادياً حول "الإدارة السليمة للشركات (الحوكمة) ... الواقع والتطبيق" في الثامن من أبريل المقبل وهو الأول من نوعه في الكويت.

وقال رئيس اللجنة المنظمة العليا للمؤتمر المحامي عبدالعزيز طاهر في مؤتمر صحافي إن الكويت كانت سباقة في تطبيق بعض المفاهيم المتعلقة بالإدارة السليمة في الشركات بشكل مباشر أو غير مباشر، إلا أن النقص في التشريعات وعدم كفاية القوانين الاقتصادية لزيادة مساحة الشفافية لا يزال يقف عائقاً أمام انطلاقة المستثمرين.

وأضاف طاهر أن هذا الأمر دفع نحو المطالبة بسن تشريعات اقتصادية جديدة لمواكبة التطورات الإقليمية والدولية ولجذب المستثمرين الأجانب في المنطقة.

وأوضح أنه خلال العقد الماضي برزت على السطح مفاهيم جديدة ترسخت في الأذهان ومصطلحات مستحدثة كان أبرزها الإفصاح والشفافية وتحييد الأسهم وحوكمة الشركات والمعايير المحاسبية والاشتراطات الرقابية وغيرها من التعبيرات التي تمحورت حول الأخلاق والقيم في قطاع المال والأعمال والتجارة بهدف تحديد المسار الصحيح للمساهمين والمستثمرين والشركات على حد سواء.

وأكد أن جهات حكومية ومؤسسات القطاع الخاص عقدت منتديات ومؤتمرات عدة لمناقشة الأوضاع الاقتصادية المحلية بكثير من العمق من أجل وضع حجر الأساس التشريعي للبناء الاقتصادي المستقبلي للمشرعين بهدف الارتقاء بالإمكانات الاقتصادية وتحقيق التنمية المستدامة.

وأفاد بأن موضوع المؤتمر الذي سيستمر يومين لم ينل على المستوى المحلي على الأقل كثيراً من البحث والدراسة حتى الآن على الرغم من أن بعض تأثيراته أصابت دولاً في المنطقة ومنها الكويت.

وأشار إلى أنه سيشارك في المؤتمر نخبة من خبراء المال والأعمال وقياديو كبريات الشركات الكويتية لتحقيق الرؤية الاقتصادية الثاقبة لسمو أمير البلاد الشيخ صباح الأحمد الجابر الصباح حفظه الله ورعاه بجعل الكويت مركزاً مالياً وتجارياً وإقليمياً مرموقاً.

من جهته قال المنسق العام للمؤتمر يوسف الزنكوي إن موضوع المؤتمر تم اختياره من بين قائمة من المواضيع والقضايا الملحة التي تسابقت لتحتل موقعاً بارزاً على الأولويات الاقتصادية، حيث قامت اللجنة المنظمة للمؤتمر بتشكيل لجنة علمية من أكاديميين رفيعي المستوى يعمل أغلبهم في حقل إدارة الأعمال والاقتصاد والاستشارات القانونية والاقتصادية لتحقيق أهداف المؤتمر.

وتطرق الزنكوي إلى محاور المؤتمر وأشار إلى أنه تم إعدادها لتسليط الضوء على دور مجالس الإدارات في الشركات ودور الهيئات المحلية والدولية في تحقيق الإدارة السليمة وكذلك دور السلطات الرسمية والرقابية في ترسيخ المفاهيم والمصطلحات التي تدور حول الحوكمة.

وأوضح أنه سيتم تسليط الضوء على أسباب وظروف بروز الحوكمة على السطح الاقتصادي العالمي والقيم الأخلاقية والمعايير المحاسبية والتشريعات الاقتصادية ومعوقات تنفيذها على أرض الواقع وغيرها من المحاور التي تم اختيارها بعناية فائقة.

وشدد على أن المؤتمر يمكن وصفه بأنه "أحد المحاولات المخلصة لاستعادة الكويت مكانتها الريادية في اقتصادات المنطقة وذلك لأننا ندرك تماماً أن الإدارة السليمة في شركات وأسسها العالمية التي باتت معروفة وشائعة بين شركات العالم الصناعي المتطور تضع جميع المعنيين أمام الحقوق والواجبات التي يجب أن تعزز إدارة المخاطر وأنظمة الرقابة الداخلية إن تم تطبيقها بطريقة سليمة".
